You must pay VAT and any other taxes on goods you buy from abroad. On 1 April 2020, the VOEC scheme (VAT On E-Commerce) took effect for foreign online shops and online marketplaces. As of this date, such businesses will collect Norwegian value-added tax (VAT) when you pay for goods that you have purchased online.

In 2020, the 3 000 NOK (per item) limit was removed for all goods. A transitional arrangement has been established which means that goods under 3 000 NOK (per item) are exempt from the declaration obligation during the transitional period. Read more here.

In practice, this means that the 3 000 NOK (per item) limit remains in effect, and you do not have to pay import duty on such shipments.
